2.Issuance and Adequate Analysis of EPC Data of the Entity's Buildings

EPCs are a useful tool to prioritize buildings in which energy interventions (RES-ES) will be conducted, propose technical solutions to improve Energy Efficiency and determine the energy efficiency of each building.

In Greece, according to Law 4122 / 2013, the issuance of EPC is mandatory:

  • after the completion of the construction of a new building or building unit,
  • after the completion of a radical renovation of a building or building unit,
  • at the time of sale of a building or building unit,
  • when renting a building or building unit to a new tenant,
  • for public buildings of a total area of more than two hundred and fifty (250) square meters.

In Albania, according to article 16 of Law 124/2015, energy audits by qualified auditors are required in certain cases as follows:

  • In any private or public building identified as a large consumer of energy.
  • All buildings applying for a grant for energy upgrading programmes.
  • In every building that is constructed or radically renovated.

Critical sub-parameters regarding the issuance of PEA in public buildings are  the percentage (%) of the Entity’s buildings for which EPCs have been issued is examined, the level of knowledge of the Entity regarding the necessity of issuing EPCs in public buildings and finally, the level of adequacy of Energy Inspectors / Specialized Experts, which is registered in the Register in the area of the Entity.
