5.Utilization of all Available Funding Sources for nZEBs Projects

National funding programmes for RES and ES actions are the National (NSRF) and European funding programmes for actions such as the Interreg Cross-border programmes, JESSICA (Joint European Support for Sustainable Investment in City Areas), JASPERS (Joint Assistance to Support Projects in European Regions), Horizon 2020 (in particular, the ELENA initiative), LIFE+, ELECTRA programme, etc.

For Greece, the NSRF programming period 2014-2020 has a separate Thematic Objective dedicated to supporting the transition to a low-carbon economy in all sectors (TO4). In TO4 of the NSRF, programmes related to RES-ES in public buildings have been included, such as: Operational Programme (OP) “Competitiveness, Entrepreneurship and Innovation” (EPAnEK), OP "Transport Infrastructure, Environment and Sustainable Development" (YMEPERA) and the 13 Regional Operational Programmes (ROP).

For Albania, the acceptable investment cost for the reconstruction of public buildings, for investors, is about 550 million euros for the period 2015 to 2030, or 37 million euros yearly (Regional Environment Center, REC 2015). To ensure the completion of the existing building’s renovation, Albania should introduce financial incentives for investors of the residential building sector. As of 2022, financial incentives should be provided to achieve the performance of the low-carbon model (PKVEE 2017-2020). Albania is about to create a financial mechanism for energy efficiency in buildings, entitled the National Appropriate Mitigation Action (NAMA).
